UK sanctions HTX crypto exchange over alleged Russia support
In brief
- UK authorities sanctioned HTX over suspected financial support to Russia
- HTX allegedly facilitated funds through intermediary companies A7 LLC and Garantex
- HTX previously faced UK enforcement action for illegal crypto promotions
Alleged Russia Support
UK authorities said there were reasonable grounds to suspect HTX has been supporting Russia's government through financial services and funds facilitated by A7 Limited Liability Company and Garantex. The designation marks a significant escalation in Western enforcement against crypto platforms accused of becoming conduits for sanctions evasion.
UK Foreign Secretary Yvette Cooper made the stakes explicit: the Kremlin cannot hide behind crypto networks to dodge sanctions. This move reflects growing concern that digital asset platforms have become critical infrastructure for circumventing financial restrictions.
Prior Enforcement History
HTX isn't new to regulatory trouble in the UK. The exchange previously faced action from the UK's Financial Conduct Authority, which in 2025 opened legal proceedings against the company for illegal crypto promotions. The FCA alleged that HTX had pushed marketing campaigns on TikTok, X, Facebook, Instagram and YouTube in violation of UK marketing rules.
That enforcement action preceded today's sanctions designation, suggesting a pattern of regulatory violations across multiple jurisdictions.
Broader Sanctions Picture
Russia continues to face sanctions by multiple countries in the European Union and globally over its military actions in Ukraine, launched in 2022. The UK's move against HTX aligns with earlier European action—in April, the European Commission announced crypto-related sanctions targeting stablecoins and digital asset operators linked to Belarus.
Crypto exchanges have become a focal point for sanctions enforcement precisely because they sit at the intersection of traditional finance and borderless digital assets. The HTX designation signals that Western authorities see this nexus as a critical vulnerability to seal.
