Deal structure and timeline

Discussions about the project's structure and financial specifics took place over September 14 to 15. Japan's public financing arm, the Japan Bank for International Cooperation (JBIC), is expected to play a central role in the deal's funding structure. Neither the Japanese nor US government has officially confirmed the deal.

The broader $550 billion commitment carries a deadline of January 19, 2029. A semiconductor fab of this scale typically takes three to four years to build and ramp to production. The plant's specific location within the US has not been settled, and the technology node the facility would target has not been publicly specified.

GlobalFoundries and prior commitments

GlobalFoundries, listed on NASDAQ under the ticker GFS, specializes in mature and specialty logic semiconductors found in cars, industrial equipment, and consumer electronics. The company already operates fabrication plants in Malta, New York, and Burlington, Vermont. GlobalFoundries has already received CHIPS Act funding for its domestic operations and reported revenue of roughly $1.8 billion in the most recent quarter.

Previous Japanese commitments under the $550 billion framework, totaling around $109 billion, have been concentrated heavily in energy and critical minerals. The new semiconductor investment would represent a strategic pivot toward tech infrastructure.

Market reaction came swiftly. GlobalFoundries shares rose more than 2% in premarket trading after reports of the potential deal surfaced.
