In brief
- Van Rossem hard fork upgrades Cardano to Protocol Version 11, enhancing Plutus performance and ledger consistency
- DRep voting reached 76.81% approval (60% threshold); SPO voting at 52.76% (51% threshold)
- Hard Fork Working Group formally recommends ratification; Constitutional Committee at 4 of 5 approvals
- Ratification possible July 8, 13, or 18; enactment could occur July 18 or 23
Governance Thresholds Converging
DRep voting approval reached 76.81%, exceeding the 60% threshold required for ratification. SPO voting approval stands at 52.76%, surpassing the 51% threshold. The Hard Fork Working Group voted to formally recommend ratification of the upgrade, signaling confidence in the technical readiness of the changes.
Constitutional Committee voting remains incomplete. Four of five required approvals have been recorded, with three members still needing to vote. The committee operates under a 5 out of 7 member threshold, meaning at least two additional votes are required to meet the standard.
Network and Exchange Readiness
Node adoption shows strong momentum. 93% of block production in the current epoch was occurring on node version 11, indicating that the network's validator infrastructure is prepared for the transition. Exchange readiness for the van Rossem hard fork reached 84.15% of tracked liquidity, suggesting most major trading venues are aligned for the upgrade.
Ratification Timeline
Three ratification windows remain open. The hard fork can ratify on July 8, 13, and 18, with expiration on July 18. If ratification occurs, the remaining possible enactment dates are July 18 and 23. Epoch 642 coincides with July 13, with one ratification date left at July 18 if conditions are not met on that date.
The ledger prioritizes hard fork ratification. The ledger gives priority to hard fork ratification over all other governance actions and will delay any other actions that would ratify simultaneously, ensuring no competing governance decisions interfere with the upgrade process.
